Sample Resolution Opposing the Apartheid Wall

(for City Councils, trade unions, community groups, etc.)

Whereas Israel is constructing an Apartheid Wall, also known as the "Separation Fence" or "Security Fence," entirely on Palestinian land inside the Green Line (1967 border with Israel), in violation of the 1949 Geneva Conventions, the Fourth Hague convention, and the Universal Declaration of Human Rights;

Whereas construction of the first phase of the Wall has already resulted in the isolation of 122,000 dunums of Palestinian land (1 dunum = ¼ acre) behind the Apartheid Wall (as of July 2003);

Whereas over 100,000 olive and citrus trees have been uprooted in construction of the first phase of the Wall;

Whereas hundreds of houses, shops, and greenhouses have been demolished, and wells and irrigation systems destroyed in order to construct the Wall;

Whereas the aforementioned confiscation and destruction of resources violates international law by depriving families in 51 communities of access to their land and denying them their means of existence;

Whereas 17 villages, totaling 11,550 residents, have been completely isolated in between the Apartheid Wall and the Green Line;

Whereas the Israeli military controls all access in and out of these villages with gates and checkpoints;

Whereas the Wall violates basic human rights by severely restricting access to work, school, medical care, food, water, family members and neighbors;

Whereas the Wall, if completed as planned, will trap 500,000 Palestinians between the Wall and the Green Line and will result in the de facto annexation of 55% of the West Bank to Israel.

Whereas construction of the Wall costs $2 million per kilometer, and the United States provides more than $10 million of military aid to Israel every day ($3.75 billion per year);

Whereas November 9, 2003 marks the 14th anniversary of the fall of the Berlin Wall, and has therefore been designated an International Day of Action Against the Apartheid Wall;

Whereas the international community recognizes that we cannot resolve conflicts and achieve peace by building walls of separation, but through dialogue and communication;

Therefore, be it resolved that the _________________ hereby calls on the United States government to:

  1. Demand that the Israeli government immediately stop all construction on the Apartheid Wall;
  2. Demand that the Israeli government dismantle all sections of the Wall which are already completed or under construction;
  3. Demand that the Israeli government pay compensation for all damages caused by the construction of the Wall;
  4. Stop all United States funding to Israel until these demands are met.

Let it be further resolved that the __________________ hereby declares November 9 a Day of Action Against the Apartheid Wall.
